Besides, SBY mentioned that “independent and active foreign policy entails independence of judgment and freedom of action” in his first major foreign policy speech in 2005. SBY also uses the metaphor of ‘navigating a turbulent ocean’ to describe the challenges which was faced by Indonesia's in their foreign policy. Furthermore, in conducting foreign policy, he also had to embrace the constructive approach “to prevent Indonesia from entering into military alliances and to be characterised instead by ‘connectivity’, compelling Indonesia to have a healthy engagement with the globalised world” . Under his administration several initiatives to increase the international profile of Indonesia was successfully conducting by Ministry of Foreign Affairs. Besides, the national and international leaders also acknowledged the success of Hassan Wirajuda because he managed to promoted moderate Islam and smart diplomacy in global politics. Marty Natalegawa who became Foreign Minister during SBY’s second term, continued Hassan’s policy with more focused aims, continuing the promotion of democracy and moderate Islam to become a middle power. Moreover, Indonesia foreign policy under SBY administration, seek more outward looking than the previous President which focused on the inward looking orientation. Therefore, the SBY mentioned that Indonesia should lead on certain issues in international relations and not just a follower in the changing world. Thus, since the beginning of SBY became as President, he push Indonesia to take a more active role in regional and international forums such as ASEAN, OIC, East Asia Summit, the Asia-Pacific Cooperation, the United Nations and the Asian-African Conference.
