Organizational changes and reforms of the Intelligence Community were established to enable strategic direction and focus to respond to non-state actors, such as Al Qaeda, and respond to terrorist threats. The Congressional Joint Inquiry (2002) led to the establishment of; the Department of Homeland Security (DHS), the creation of U.S. Northern Command in 2001, the National Counterterrorism Center (NCTC) in 2003, The Director of National Intelligence (DNI) in 2004, and establishing the National Security Branch (NSB) as part of the FBI in 2005.
