Administrative Law encompasses laws and legal principles that govern the administration and regulation of federal government agencies. Such agencies are delegated certain power by Congress to act as agents for the executive . For example, according to 38 U.S. Code § 301 the Department of Veterans Affairs (VA) is an executive department of the United States that holds the power to administer laws that provide benefits and other services to veterans and their beneficiaries . The goal of administrative law is to provide important concepts and aspects as to what laws and legal principles can govern federal government administration agencies. In fact, the first type of assistance recorded happened in 1636 when the Pilgrims were at war with the Pequot Indians . During this time the Pilgrims enacted a law that provided money to those who had been disabled during the colony’s defense against the Indians. Soon after the Pilgrims created the law many other colonies decided to follow suit . This kind of assistance stayed in practice until 1776. The change stemmed from the attempts of the Continental Congress to persuade more men to enlist to fight while also trying to persuade those already enlisted from desertion. In their attempt they created the nation’s very first pension law. The law created what is known as half pay for life which gave lifetime pay to veterans who were involved in incident where the lost a limb or are sustained other serious disability . But because the Continental Congress did not have the authority or money to make all of the pension payments, the states were made to pay the half pay for life payments to the individuals residing in their individual states, but that’s not all the states did. The Veteran’s Bureau was formed by consolidating the previously established veterans’ programs that were being managed by the Bureau of War Risk Insurance, Public Health Service, and the Federal Board of Vocational Education. After the consolidation, the main administering veterans’ benefits agencies became the Bureau of Pensions under the Interior Department, the National Homes for Disabled Volunteer Soldiers, and the newly established Veteran’s Bureau.
