The command function is directed by the IC commander known as (Incident Commander) usually the first one on the scene of the disaster. His tasks are to start the ICS command and delegate the tasks to the other sections to keep the process orderly and functioning. His tasks involve creating the command, looking out for everyone one’s safety, assessing any incident priorities, determining objectives, Implementing an Incident Action Plan, developing proper organizational structure, and maintain span of control regarding the operations.
The next step and function is known as the Planning section. The basic process for this branch is collecting any information, process evaluations, and dissemination. This can include carrying out an objective so that people may be rescued or accounted for in their absence. They follow the IAP laid out by the IC and proceed with the operational goals of that IAP. They must constantly provide status updates and release resources when needed so the IC can determine the next best possible step to proceed.
