This helps keep tyranny out of the country by not allowing one government to gain too much power. In Federalist Paper #51 (Document A), James Madison writes, “The different governments will each control each other, at the same time that each will be controlled by itself.” If one person or group has way too much power, such as what happened in England, tyranny arouses. Tyranny takes over a country and causes people to be unhappy. In Article 1, Section 3, Senate, Constitution of the United States of America (Document D), it explains how the large and small states will each have a say in the government. “Representatives… shall be apportioned… according to… (population)…. The Senate of the United States shall be composed of two senators from each state…” The small state- large state compromise helped the states have equal power because in the House of Representatives the large states had more representatives since it was based on population and in the Senate the small states had more representatives because there was an equal number of senators, but more small states.
