To start things off, the national government had responsibilities known as enumerated powers. They helped describe how the government with three distinct branches can operate effectively. According to the text book, these powers "belong only to the federal government." (The Constitution, Chapter 4, pg. 222) For instance, they were able to regulate trade. Another term for the State Government and their responsibilities was reserved power. "...all powers not specifically granted to the federal government “are reserved to the States.” (chapter 4, pg. 222) The States had many responsibilities. For example, they were responsible for "creating state legislation that can become state law".
