1. The problem of conflicting goals is potentially one involving a lack of resources and a lack of training and expertise to make respective progress. The goals within corrections programs are varied. According to our text, the goals and objectives of community corrections mainly do include operational effectiveness that serves the fundamental needs and ensures the protection and safety of the public. Because of general overcrowding, one important objective of some corrections programs is to reduce the prison system population (Clear, 247). Its usage is based on policy decisions that may or may not be based on the study and analysis of criminal law relative to the legal policy basis. The place that determinate sentencing may have an establishment is to provide possible deterrence to some potential criminals by establishing minimum crime sentences for criminality. However, this strategy is not necessarily effective in reducing the crime committed by repeat offenders and potentially of some nonviolent crimes (Clear, 79). Since there is question of the level of effectiveness associated with determinate sentencing, its place within the judicial system can be further examined. In many cases, the use of determinate sentencing can create higher costs to the legal system because of the increasing cost of court proceedings within the jurisdiction. Corrections has an ambiguous mission because there is not a determinant policy or legal framework that establishes the mission of corrections. Are corrections supposed to incarcerate without rehabilitate or incarcerate and rehabilitate? The lack of clarity throughout the criminal justice system prevents the development of a clarified mission due to the diverse nature of the penal code and the resources available to address criminality. The mission plays a role that attempts to satisfy political and legislative criteria while maintaining a sense of public safety. The mission ambiguity is further muddled by the revenue generation associated with the prison system and maintaining or growing the law enforcement budget. Therefore, the mission may reflect alternative criteria that differs from one jurisdiction to the next. The range of law enforcement practices is an indication of the ambiguity associated with the differences in the mission of corrections.
