Mattis cites staffing issued within the Department of Defense along with the ideological difference are major pillars to this ambiguity. Staffing concerns centers on “you have a number of people, political appointees and others from the Obama administration, and they have been the ones trying to deny there’s a problem. They’re well intentioned people, patriotic Americans, but it’s hard for any of us to turn 180 degrees in the other direction” (Gould, 2017). Mattis is facing common problems with the beginning of a new administration. Staffing and budget concerns are among the top complexities surrounding an efficient department. Mattis is at a disadvantage as currently as much as seventy-five percent of political appointee positions within the Depart of Defense is vacant (Gould, 2017). Nearly one month into the new administration, Mattis has made clear objectives, this stands to impede those objectives. The other faucet to Mattis’ problems is the Depart of Defense’s budget allocation. As with most decisions in the public administration sphere, these decisions are mostly political in nature. Mattis is appealing to the American people and Congress on a strong security conscious notion, and ethical responsibility. Mattis’ budget proposal submitted to the president will “reflect his thinking, and his priorities, which are to rebuild combat readiness of America's military, while being faithful stewards of every taxpayer dollar we spend on defense" (Gould, 2017). Due to the budget decisions of Mattis’ predecessor, President Trump has “ordered the Pentagon and the Office of Management and Budget to develop — within 90 days — an emergency budget amendment to boost military spending this year, and for Mattis to update and revise existing budget plans for fiscal 2018” (Gould, 2017).
