This is due to the fact that the largest part of implementation covers educating employees and the general public. Educating supervisors on effective and positive communication with employees about the processes involved in the DFWP will cost approximately $2400. This training should be done initially for all supervisors and managers in the City. Those same supervisors with help from HR should be able to educate employees during monthly or quarterly meetings at no further cost to the City. Continuing education should be done yearly for all supervisors and employees to maintain an emphasis on the policy goals. Substance abuse normally starts with experimental use of a substance. In 1970 the average age of first-time drug use was sixteen. Today the average first-time drug user is twelve (Current & Stutman, 1998). After experimental use of illegal substances, the individual advances to the purposeful stage where they use the drug for social purposes (Judge, 2000). The next stages go from abusive use of illegal substances to addiction to the substance. The trend in the U.S. is that individuals are starting younger and the increased use is putting pressure on lawmakers to legalize drugs that are harmful to people. The problem to society is that workers are still impaired even on the job because many of these drugs have longer effects on the body. That is why it is important to have good data on personnel behavior to see if the organization is losing the battle against substance
