The successful and effective implementation of Medicare Part D was the collaborative effort of federal, state and local agencies. Its stakeholders included several state officials of Medicaid program, State retiree of health insurance programs and the officials of State Pharmaceutical Assistance Programs (SPAPs). Amongst these, the individuals from State health insurance and assistance program focused on educating and counseling Medicare beneficiaries. In some states, groups were established that routinely addressed the issues of Medicare beneficiaries. Thus, implementation was the joint effort of all the involved organizations.
