The media is a cornerstone institution in the United States. Since the media broadcast stories that they deemed to be important to consumers, the news is very influential with the message that each outlet puts forth. One influential way that the media shapes public opinion is by framing issues and events in a particular way. This notion of framing is defined in two stages: frame-building and frame-setting. Frame-building refers to factors and structural qualities of news. This involves the factors between journalist and the elites. News outlets like CNN and Fox news are notorious being paid by the US government to selectively report news stories in order to push an agenda. One instance of framing came after the development of the Islamic State of Iraq and Syria. The ISIL started to receive attention leading up to and after President Obama authorized an airstrike. American news outlets often limit, themselves to cover only dramatic overseas events and this even was no exception from criticism. ISIS is even more extreme than other jihadist terrorist groups and the media has framed the ISIS threat differently. While agenda setting decides what a broadcast covers and does not cover, framing is the predominant angels of how the story is treated once they are covered.
