They have increased the power of the Executive Office of the President, expanded White House control over appointments and regulatory review, and increased the roles of executive orders. In the textbook American Government: Power and Purpose, it states “The Executive Office of the President has grown from 6 administrative assistants in 1939 to today’s 39 assistants to the president, deputy assistants, and special assistants who work in the White House office, along with some 1,850 individuals staffing the 9 divisions of the Executive Office” (276). This huge number of people helps the president with planning, strategizing, gathering information, and communicating. Presidents have also used their power by appointing their supporters in the bureaucracy so they could have even more influence. The most influential way by which presidents have tried to gain more power is by using executive orders. In the graph, it is seen that during John Kennedy’s presidency, the number of executed orders took a sudden rise. This was the time period in which the Civil Rights Movements was happening and if President Kennedy had not passed these orders, that movement would’ve been unsuccessful without his help. Clearly, his increase of power helped Black people with their rights. In the same way, President Obama recently passed an executive order which will allow millions of undocumented immigrants to work legally. Many believe that passing this reform violates the separation of powers and is unconstitutional because the power to pass immigration legislatures actually belongs to the Congress. The President was left with no other option but to take matters into his own hands because the Congress keeps vetoing immigration proposals.
