What is theory and what is the role of theory in emergency management? As defined by Thiel in chapter 3, a theory refers to a set of ideas that describe how something (such as an object, situation or event) is constructed or has come to being. Thiel further defines scientific theory as similar, but with a more structured set-up and design. With emergency management being a younger discipline, there is less empirical research to base theory off of. These means, and Thiel confirms that with little knowledge available, public service studies are inductive by nature. This also means that there is far more areas that haven’t not been researched in the field of emergency management.
