Drivers are required to act with reasonable care when encountering other vehicles and pedestrians. Tommy was the driver of the vehicle and Susie was a pedestrian.
Therefore, Tommy owed a duty of care to Susie.
Breach
The failure to act as a reasonably prudent person under similar circumstances.

Specifically plead, unique damages, that must be foreseeable and reasonable.
Susie was bleeding profusely and may have incurred injuries that need treatment in the future as well as lost wages from medical needs.
