Federalism is a government system where territory is managed by two kinds of government. Federalists believe in using a national government to control issues affecting the whole country, and using small divisions of government in every state to solve local issues. They wish to ratify The Constitution and create a strong central government with limited powers (separation of powers). However, they consider a bill of rights as pointless and hazardous.
