Historically, the level of service at signalized intersections has been evaluated mostly on efficiency. But with a shifting emphasis to the importance of safety newer guidelines recognize that a signalized intersection’s level of service should be based on both measured safety and its efficiency.
In the past agencies often felt forced to sacrifice efficiency for safety, and vice versa. Transportation professionals wondered if intersection efficiency would suffer with an emphasis on safety because safety seemed to oppose efficiency. But some would argue that a lack of safety has an even greater effect on efficiency.

From cell phones, quick meals, and passengers it is easy to blow through a red light without even realizing it. Even excellent drivers can be in danger of crossing paths with a red light runner.
Various countermeasures are in place all over the country including roundabouts that reduce the necessity to stop while completely eliminating right angle crashes entirely. But roundabouts are not ideal for every intersection.
