This man-made disaster caused a knee jerk reaction that publicizes awareness of terrorism showcasing the lack of cohesive with intelligence, law enforcement, and emergency management contribution. Not only did it bring public awareness it revealed that the federal government was on the hook for helping state and local governments before and after the event it showed where they fall short. President Bush restructured the federal government with U.S. Department of Homeland Security (DHS) along with adding the National Response Plan (NRP) and the National Response Framework (NRF) (Rubin, 2012). With the spiralling effects, the military focused on the combatant commander (USNORTHCOM). U.S. Northern Command, U.S. Southern Command and U.S. Pacific Command were charged with supporting domestic civil authorities through Chemical, Biological, Radiological, Nuclear, Explosives (high yield) (CBRNE) Consequence Management (CM) operations when the President deems necessary to do so (2014). The two organizations that contributed the most in maritime security are the Department of Defense (U.S. Navy) and the Department of Homeland Security (U. S. Coast Guard) (2014).
