Until the formation of the Tuskegee Airmen, no African American has ever been a United States military pilot. The Tuskegee Airmen were created in 1939 from the Civilian Pilot Training Act which gave African Americans the right to get a civilian pilot’s license through a rigorously separated program, where blacks and whites could not train together.

It was the first draft law to be enacted during peace time ever in u.s. History because the u.s. Is afraid of the large and expanding axis powers (Japan, Germany,Italy) so the u.s. Does not enter the war until 1944. It was signed by Franklin roosevelt in order to admit blacks into combat military, and the draft. The U.S. Began a program which was independently run by General Henry “Hap” Arnold which the funding for it was provided by the Civilians Aeronautics Act which they were”responsible for air traffic control, safety programs and airway development.”( AV stop.com).
