Today, to develop economy and society is the most necessary task of each country. As can be seen, the root of this problem is human development. People are the central to all other the development. Therefore, education and training is the most important factor in the formation and development for high quality human resources and these things should be focused right from the policies and guidelines of the government. The government and society should implement more policies to help poor people access to knowledge, encourage learners to develop their talents well. Firstly, in preschool level, by 2020 at least 30% of kindergarten-age children and 80% of preschool-age can attend the preschool educational institutions.
In terms of general education (primary level, secondary level and high school), comprehensive educational quality need to be improved, particularly in the quality of cultural education, ethics, life skills, law, foreign languages and computer science. By 2020, the rate of pupil going to primary school at the right age will be 99%, to secondary school will be 80%; 95% young people will reach the level of high school education; and 70% of disabled children can attend school.
The next level is vocational education and higher education. The government will try to improve the structure of vocational education system and universities; adjust the level and quality of training to meet the manpower needs of economic and social development. People will be trained with more creative abilities, critical thinking, civic responsibility, ethics and professional skills, language skills, labor discipline and so on. It will help our labor resources adapt the changes of the world market and the competitiveness in the region and the world.
