I believe that U.S. and Canadian magazine dispute is motivated by the Canadian government’s desire to protect Canadian culture and local magazine from foreign completion. Although Canada is a second large country in the world, it has less population than the State of California alone. Therefore, the market of newspapers and magazines are much smaller that in the USA. Local magazines and newsprints are enough to cover local needs and carry the Canadian contents. Allowing the big news media corporations of the USA, such as Time Warner, to enter the Canadian media market would strangulate the livelihood of local magazines and put many workers out of work. Furthermore, The Canadian government would also lose tax revenue if split-run editions of foreign magazines enter the Canadian market.
