These consequences fail to stop the capitalistic market from continuing its destructive cycle. Quinones’ suggestion of rebuilding communities is a brilliant step towards dismantling the illicit networks of opiate operations. Quinones is targeting a part of the source of the epidemic. By rebuilding communities, he is allowing people to make better choices; to not participate in the illicit capitalistic market of opiates. A better community allows for more opportunity and thus lessens the attraction towards the opium networks. Without participation, the capitalistic market will collapse and cease to exist. A more compelling solution would be to target the supply of opiates as this is the ultimate source of the capitalistic market. New laws on dispensing painkillers and stringent limitations of prescribing should be the first step in dismantling the corrupt markets of opiates. As we limit the supply of legal prescription of painkillers the demand will correspondingly subside. The decrease in demand will subsequently decrease the supply of illicit opiate and the demand for illicit opiate will also subside. As we curtail the supply and demand for opiate, the next step would be to help people make better choices. This can be accomplished by Quinones proposal to rebuild communities.
