Since the National School Lunch Program was historically established for the purpose of battling hunger in the under fed the impact on children and adolescents of essentially revising the purpose of the program must be considered. One possible concern with modifying the National School Lunch Program to address the issues of obesity is that there could be a rise seen in the percentage of underweight children as a result. One proposed method to prevent this incidence was to encourage underweight children to enroll in the school breakfast program.
