I turned on the vehicle (a dark colored SUV) and had to accelerate to catch up the vehicle. As I was doing this I observed the vehicle again drive on the centerline of the road. I activated my emergency lights and conducted a traffic stop on the vehicle.
I contacted the driver of the vehicle and she was identified as Rachel E. KNAPP of Port Townsend, WA. By her Washington driver’s license. I immediately observed that Rachel’s eyes were pink, bloodshot, and watery. I noticed a strange odor coming from the partially opened window (she only opened the window about 6 inches), but I could not place the odor (it was very cold and there was a breeze coming off the bay). …show more content…
