The first principle Paul Bartow explains is Good Government Requires Understanding Human Nature[1]. In this section, he argues about humans ruling the government results on "a spectrum between two extremes: despotism and democracy"[1] What he means by that is that human nature can not effectively demonstrate a true democracy, or it will result in despotism, which is what the governments are like in several parts of the world. Federalism is important because the federal government can be divided into local governments and gives power to local government by the powers that The Federal government does not have[1]. For example, during the colonialism era, the Virginians and the people of New England would gather together to increase the people's desire to participate in the government[1].
