There are some basic guidelines about pre-referral process, however, pre-referral practices, implementation of the instructions and strategies, instructional time as well as the name of the pre-referral intervention teams can be varied because of the different regulations and laws in each state, school district and schools. The researchers (Truscott, Cohen, Sams, Sanborn & Frank, 2005) surveyed the state education departments’ about their positions on PIT’s and reported that 69% of states require pre-referral interventions, 41% mandate PITs and 44% recommend PITs. The data also showed that PITs are in written regulations of 47% of states. PITs can be defined with different names in each school. The main purpose of these teams are to encourage teachers to work collaboratively for the identification of the student’s strengths and needs, use different strategies into action, evaluate the impact of these strategies on the student (Truscott et al., 2005).
