In fact, studies shows that that people who began using drugs at a younger age tend to commit more crime and become part of the drug culture (Gaines & Kappeler, 2011). In addition, the National Youth Gang survey identified 27,900 gangs in the U.S., and the most violent are between the ages of 14-18 years old (Gaines & Kappeler, 2011). This is where community policing comes in because kids do not possess the skills and experience to be completely organized.
