Numerous and divergent analytical efforts are currently conducted across VBA business lines and program offices. Every business line submits as part of their annual budget proposal, their independent forecast of demand for benefits delivery. VBA needs to create a culture that embraces an integrated way of thinking and looks at broader contextual framework when identifying requirements, calculating resource need to meet these requirements, and evaluating prioritization in accordance with Veteran outcomes.
