The United Nations Convention on the rights of the child (1989) - this includes statements with regards to equality and equal opportunity for all children and young people under the age of 18 years old. It outlines the legal requirements for safeguarding and promoting the welfare of children and young people and the roles and responsibilities of professionals, organisations and individuals in regards to working together to keep children safe from harm. It was originally written in 2006 but revised in 2010, 2013 and 2015. It also applies to those working in the fields of education, health and social services as well as the police and probation services. In this document, safeguarding and promoting the welfare of children and young people is defined as:
“protecting them from maltreatment, preventing impairment of health or development, ensuring that children and young people grow up in circumstances consistent with the provision of safe and effective care and taking action to enable all children and young people to have the best outcomes.”
The vetting and Barring Scheme was introduced in October 2009. It meant that anyone working with children and young people has to be registered with the ISA (Independent Safeguarding Authority). They will make the decision if somebody is safe to work with children, taking their information from sources such as the Criminal Records Bureau
