After 9/11 the U.S. Intelligence Community (IC) was transformed. Prior to 9/11 the Director of CIA was in charge of all intelligence. Since 9/11 it has taken on a form of its own. The Office of the Director of national Intelligence (ODNI) was born in April 2005. The formation of the ODNI allows for intelligence to flow up and down the chain so the people who need the information have access to it and allows for analysts to put together Intel briefings and brings together Local, State and Tribal law enforcement into the fight against terror with the training and intelligence needed for the fight in the local communities. These federal subordinates are responsible for their portion of the intelligence pie and sending up vital briefings to the ODNI (White, 2006). State, local law and Tribal Law enforcement should have in place a person or even a department in larger metro areas whose primary mission is to analyze intelligence and forward the intelligence up the chain for networking purposes. Since then the focus on intelligence has been broaden to include all of the US government’s intelligence agencies with a director in charge to spearhead all of the information flowing up and down the chain. I think the focus on local law enforcement is critical to prevent any kind of criminal acts, but it takes the local community feeling the local police have their best interest in mind when dealing with them. With the Ferguson, Mo. incident all over the news the police will need time to mend the relations with the citizens of that community before they can start to gather intelligence from the population there. That is why police need community oriented policing in place. Local police need to know and be reaffirmed that they are very important in the war on terror and other criminal activities. This means federal law enforcement need to be able to trust local police and fill them in (when necessary) with information regarding their town. Without intelligence flowing up and down the chain you will not have the information needed to action or you will only have half the information needed to action the problem and may miss a key
