Expenditure – Charge against available funds. Represents the presentation of a check or electronic transfer of funds to the performer of the work.


Outlay – Withdrawal from the federal treasury. Occurs when a vendor cashes the expenditure check and money flows form the Treasury to the vendor or supplier

Active – are those that are still available for obligation


Expired – those available for expenditure or adjustment but not obligation
