To ensure a common understanding and continuity in the provision of an air traffic service to aircraft concerned, coordination shall be carried out between affected sectors/units for:


  • which type of flights?
  • to reach agreement on what types of information?
  • for all IFR and controlled VFR flights
  • with agreement being reached on:
  • clearances/instructions, as appropriate;
  • estimate messages;
  • information estimate messages;
  • transfers of control;
  • revisions to the significant point or level contained in an estimate message;
  • approval requests;
  • advice or information to be issued to aircraft.

Other than skyline how else may coordination be achieved?

Coordination may be achieved by:


  • direct two-way negotiation and agreement for individual flights, either verbally or electronically; or
  • agreements specified in LOA/LUO. These may include the use of appropriate functions of the ATM system (e.g. XNote) provided that their use is clearly documented in LOA/LUO

When shall a readback be obtained regarding verbal communication?

A readback shall be obtained when verbal coordination that affects separation or safety is agreed between controllers and/or flight service staff.

Describe the general coordination criteria regarding:


  • An aerodrome control unit
  • a procedural control unit

Coordination is required between adjacent domestic sectors/units when:


  • aerodrome control is being provided by one or both sectors/units;

a distance or procedure as approved by Policy, Standards and Safety Improvement and specified in LOA/LUO.


  • procedural control service is being provided by one of the sectors/units;

prior to an aircraft tracking within 10 NM of the coincident sector/unit boundary; or


another distance or procedure as approved by Policy, Standards and Safety Improvement and specified in LOA/LUO

Explain the automatic distribution of flight plan data within the Flight Data Processing System?

  • Flight plan data or a CPL shall be provided to all sectors/units that will be affected by the flight, at or before the appropriate coordination time criteria below.
  • Any changes (modification) to flight plan data shall be coordinated electronically or verbally.

When shall a CPL, or an estimate message for a departing flight be passed from aerodrome to approach/area control?

On Departure

When shall an information estimate be passed?

An information estimate shall be passed to the appropriate unit(s) when an aircraft will pass within the specified distance of a contiguous airspace boundary, but transfer of control or RTF will not be effected.

  • What minimum data is contained within an information estimate?

  • Describe the readback requirements and how are they recorded?
  • Information estimates shall contain the following minimum data: call sign, SSR code (if allocated), route, time, and level over the significant point on or nearest to the contiguous airspace boundary.

Verbal estimate and information estimate messages and revisions thereto shall be recorded by both parties and acknowledged by the recipient.


  • Verbal or manual information estimate records shall include the designator of each sector/unit receiving the message.

  • Read-backs are required for the minimum data specified above.

List the contents of an Estimate message from Aerodrome to Approach/Area Control?



Include any advice that shall be passed irrespective of whether the coordination (ESTIMATE) is electronic or verbal?

  • "DEPARTURE (aircraft callsign)

Describe when an "Approval Request" is required and the phraseology to be used?

  • When a controlled flight's elapsed time to a sector/unit boundary will not allow the required coordination, electronically or manually, within the time criteria specified for a CPL or estimate message, an approval for the flight shall be obtained from the accepting sector/unit.
  • Coordination shall be effected using the following phraseologies:

Transferring controller "APPROVAL REQUEST (aircraft callsign, level) VIA (significant point) (any other relevant details)"


Accepting controller "(aircraft callsign) (level) APPROVED [conditions/restrictions]",


or "(aircraft callsign) UNABLE TO APPROVE (alternative instructions/reasons)"

Describe the responsibilities of a controller when accepting a CPL or Estimate message to complete a Transfer of Control?

When a CPL or estimate message is passed in sufficient time to meet the coordination time criteria, the accepting controller shall:


  • if no objection is raised, be understood to have accepted the transfer of control in accordance with LOA/LUO or the terms offered; or
  • indicate any required amendments, including a change of cruising level or route if the level offered is below the MSA for the route sector or the minimum level above SUA within the accepting controller's area of responsibility; and
  • if necessary, specify any other information or clearance applicable at the transfer of control point.
  • Accept, or
  • amend, and
  • additions

When shall a Transfer of Control be effected from aerodrome to approach control?

Unless otherwise coordinated, the transfer of control shall be effected when an aircraft is airborne.

When shall a Transfer of Control be effected from Approach to Aerodrome Control?

The transfer of control shall be effected when an aircraft:


  • has reached the transfer of control point agreed between aerodrome control and approach control; and
  • is within 20 NM of the aerodrome, and
  • has been cleared for an approach; and
  • has established and is able to complete the approach by visual reference;

or • has landed.

Describe the term "Your Separation" and the phraseology used?

  • During coordination, when it is necessary to specify or confirm who is providing separation, or where one controller may be able to offer a more expeditious resolution of a confliction than the other, the following phraseology shall be used: “YOUR SEPARATION (callsign of traffic from which separation is required)"
  • Details of any information pertinent to the provision of separation shall be passed to the controller effecting the separation.
  • The phraseology “MY SEPARATION (callsign of conflicting traffic)” may be used in response to “YOUR SEPARATION", or to further identify who is providing the separation.

Describe the conditions and phraseology for obtaining an Early Release in an non radar environment?

  • Following coordination, an aircraft may be released prior to the transfer of control point specified in LOA/LUO.
  • The transferring controller shall advise the accepting controller of any conditions applicable to the aircraft being transferred.
  • An early release may be requested using the following phraseology: "MAY I ASSUME CONTROL OF (callsign)"; or "REQUEST RELEASE OF (callsign)"

Describe when and where a transfer of radio guard should be made?

A transfer of radio guard is made at the time, position or level (RTF contact point) at which it is agreed that a pilot should contact the next ATS controlling authority. A transfer of radio guard shall:


  • be made whenever a transfer of control is effected; and
  • take place at the transfer of control point unless other RTF contact arrangements are agreed between controllers or specified in LOA/LUO.

Describe the RTF procedure for instructing an arriving aircraft to contact aerodrome control or AFIS?

Unless otherwise specified in LOA/LUO, an arriving aircraft shall be instructed to contact aerodrome control or aerodrome flight information service:


  • For an instrument approach, when established on the approach
  • For a visual approach, prior to entering the aerodrome traffic circuit

Describe the accepting controllers responsibilities associated with a transfer of radio guard?

  • The responsibility for ensuring that the aircraft establishes radio communication lies with the accepting controller.
  • If the aircraft does not establish radio communication at the RTF contact point, efforts shall be made to establish communication.
  • Initial enquires as to the whereabouts of the aircraft shall be commenced not later than three minutes after the anticipated time of contact.
