The criteria from Communications for staging include incidents in which:

-Active violence is occurring.


-Known involvement of a weapon that poses a continuing threat.


-Law enforcement or fire department advises to stage.


-Medical alarm at a business that is closed or a medical alarm with concurrent police alarm.


-Environmental hazards.

While EMS Communications is the initial determinate for staging, there are situations in which personnel responding to an incident may have information that leads them to stage. If a crew encounters this situation they may activate a

"Crew initiated stage", CIS.


The crew will verbalize their decision to stage as well as the nature of the stage to EMS Communications on their assigned medcom channel.

The selection of a staging location should be within close proximity of the address yet not within the

Line of sight of the incident.

Crew should avoid passing by the incident scene if possible when making their way to a

Staging location.

The EMS Division chief of Operations will perform periodic evaluations of all _________ incidents through an EMS data query.

CIS, (crew initiated stage)

Indicates the physical arrival of the dispatched emergency vehicle at the address on the incident. It does not establish patient contact time.

On scene

If an ambulance is located at a hospital in the core of their response district, an option is

In this situation both patients should be transported to the designated hospital facility for the most serious injury of the two. Once they arrived, assessment, treatment and life-saving stabilization will occur by hospital staff as needed. An inter-facility transfer will be arranged through Communications.

In this situation the most seriously injured patient should be transported to the appropriate facility first.

Lack of ambulance availability. Crews facing a situation should consider the order of patient offload when loading patients into their ambulance. The first patient to be offloaded should be loaded last, remaining on the stretcher in order to facilitate unloading the patient at the receiving hospital.

The unit should transport as normally to the first hospital including going out at facility on the MDC, and then selecting

"transport" again on the MDC when starting transport to the next facility. CAD will show both hospitals and times in the activity log of the call.

Indications to force entry;


When alarm activations are multiple alarms medical fire police or any combination. Law enforcement will make the initial investigation. In the event EMS personnel are brought to the scene, personnel will evaluate for indications that a patient is likely to be present this includes considering:

-Evidence that someone is in the building.


-Known or reasonablly-suspected medical history of the occupant.

If credible evidence is identified that indicates a patient with a medical emergency may be in the structure, then personnel are authorized to

Force entry following procedure. The indication supporting the likely presence of a patient will need to be documented in the PCR.

Prior to forcing entry EMS personnel will:

-Confirm the address and request a callback


-Don appropriate PPE.


-Notify EMS Communications that the crew is going to force entry and await confirmation from Communications.


-Survey around the entire structure if possible.

When forcing entry EMS Communications will:

-Confirm forced entry and start a PAR timer.


-Start dedicating 3-minute timer and notifying communication supervisor that medic unit is beginning forced entry.


-Notify law enforcement that EMS is forcing entry and requesting a law enforcement unit be dispatched.

Forcible entry access shall be through a location that will minimize damage. When forcing entry, attempt access through unlocked

doors or windows first.

Access through a window is preferable to a door when a___________ is present.
